Wiley appoints Armughan Rafat as chief AI and data services officer to scale research intelligence

Wiley a Hoboken-based leader in scientific publishing and research intelligence, announced Tuesday the appointment of Armughan Rafat as its new chief AI and data services officer. Rafat joins the company’s executive leadership team and will report directly to President and CEO Matt Kissner.

In this newly created role, Rafat is tasked with accelerating Wiley’s momentum in the AI sector. He will oversee initiatives to develop and commercialize AI-ready content and data products specifically designed for AI developers and corporate R&D teams.

Rafat brings a deep background in converting vast content assets into predictive data and AI services. His previous roles include:

  • Chief Analytics Officer at Norstella: Drove AI-powered innovation within the pharmaceutical and healthcare sectors.

  • Chief Data Officer at Clarivate: Led data strategy for life sciences, financial, and legal markets.

  • Leadership at Thomson Reuters: Held senior positions in data and technology leadership.

“Armughan is joining us at an extraordinary time,” Kissner said. “To date, we’ve executed large licensing agreements with the world’s foremost LLM developers and strategic partnerships with top AI innovators. Armughan will take us to the next level in transforming our content and data into high-value intelligence products.”

The appointment follows a landmark year for Wiley’s AI strategy. Since January 2024, the company has generated nearly $100 million in AI licensing revenue, providing high-quality, verified scientific data to train Large Language Models (LLMs).

Key AI Milestones for Wiley (2024-2025):

  • Revenue: Realized $35 million year-to-date in licensing revenue as of late 2025.

  • Partnerships: Established strategic collaborations with Anthropic, Amazon Web Services (AWS), Perplexity, and Mistral AI.

  • Innovation: Launched the Wiley AI Gateway, an interoperable platform designed to power research intelligence and scientific discovery.

  • Corporate Reach: Executed subscription agreements with R&D-heavy corporations in the energy and pharmaceutical sectors.

As AI models become increasingly dependent on the quality of their training data, Wiley aims to position its library of nearly 2,000 academic journals as a critical resource for accuracy.

“In an era where AI is only as effective as the data that fuel it, the content Wiley publishes represents the verified, foundational truth that the global market requires to advance,” Rafat stated.

The move signals Wiley’s continued transition from a traditional publisher to a digital-first intelligence provider, leveraging its 200-year heritage to solve modern R&D challenges.
