Greenbaum, Rowe, Smith & Davis LLP announced on Tuesday that John Gray has joined the firm as a partner, bolstering its Environmental and Energy & Renewable Resources practice areas.
Gray transitions to private practice with nearly 24 years of public service experience, including significant leadership roles at the New Jersey Department of Environmental Protection (NJDEP) and NJ TRANSIT. His extensive background positions him as a crucial resource for clients navigating the complexities of environmental and agency approvals required for large-scale development projects.
During his tenure at the NJDEP, Gray was at the forefront of the state’s most complex regulatory matters. He led permitting efforts for projects involving electric generation, major remediation, and large-scale infrastructure. Additionally, he served as a legislative liaison, providing counsel on regulatory matters, constituent issues, and policy formulation.
At NJ TRANSIT, Gray managed legal services, overseeing compliance with vital federal and state funding requirements. His responsibilities included responding to audits and inquiries from agencies such as the U.S. Department of Justice.

Gray holds a J.D. from Seton Hall University School of Law and a B.S. from the University of Scranton. He is actively involved in the industry, maintaining memberships in NAIOP New Jersey and the New Jersey Licensed Site Remediation Professionals Association.
