Middlesex County unveils pilot program to revitalize downtown Perth Amboy and New Brunswick

Middlesex County officials announced the launch of the Façade Improvement Program (FIP), a new economic development pilot designed to breathe new life into the commercial corridors of Perth Amboy and New Brunswick.

The initiative provides targeted financial support to small business owners and commercial landlords, offering matching grants to fund exterior building upgrades. By incentivizing storefront improvements, the County aims to increase foot traffic, preserve local architectural character, and strengthen the economic resilience of these two key urban centers.

Perth Amboy and New Brunswick were selected for the pilot due to their existing Business Improvement Districts (BIDs) and a demonstrated need for capital to support property maintenance. Under the new program, Middlesex County will match reimbursement awards issued by the local BIDs, providing maximum reimbursements between $4,000 and $6,000 per storefront.

“Small businesses are the backbone of our local economy,” Middlesex County Commissioner Director Ronald Rios said. “With this program, the County is directly investing in their success, while also helping preserve and elevate the unique architectural character found in both municipalities.”

The program is managed by the Middlesex County Office of Business Engagement in partnership with New Brunswick City Center and the Perth Amboy Business Improvement Corporation. To ensure the long-term success of participants, the program includes a unique educational component.

To qualify for the County match, applicants must:

  1. Secure Local Approval: First apply for and receive approval through their respective local BID’s façade or signage grant programs.

  2. Complete Technical Training: Applicants are required to finish a County-approved technical assistance or educational course tailored to their business needs.

  3. Submit Verification: Reimbursements are issued only after the project is completed and verified by the local BID.

Each BID is eligible for up to $50,000 in County funding every six months to support these local upgrades.

Commissioner Chanelle Scott McCullum, chair of the Economic Development Committee, emphasized that the program is about more than just aesthetics.

“This initiative strengthens our downtowns by making them more inviting, competitive, and accessible,” McCullum said. “It ensures that Perth Amboy and New Brunswick continue to attract residents, visitors, and new business owners for years to come.”
