The New Jersey Tutoring Corps (NJTC), the state’s rapidly expanding leader in high-impact academic intervention, announced today the appointment of Dr. Scott Oswald as executive director of programs.
The move comes as NJTC marks a period of explosive growth. Since its statewide launch just three years ago, the organization has scaled its operations from 500 scholars to more than 16,000 students across 200+ locations. Originally formed to combat pandemic-era learning loss, NJTC has evolved into the state’s central hub for evidence-based tutoring advocacy and implementation within public and charter school districts.
Oswald is no stranger to the complexities of the Garden State’s education system. Over a 32-year career, he has held nearly every administrative role possible, including a 14-year tenure as Superintendent of the Collingswood and Oaklyn Public Schools. Under his leadership, those districts earned “high performing” designations from the New Jersey Department of Education (NJDOE).
“NJTC has quickly become the focal point in New Jersey for high-impact public school tutoring. The need is growing because we know it works,” NJTC CEO Katherine Bassett said. “Scott brings a unique, Jersey-specific expertise. He has been dedicated to improving student outcomes through equitable and practical solutions his entire career.”
In his new role, Oswald will oversee the development and daily operations of NJTC’s statewide offerings, supervising local program managers to ensure consistency and excellence across all 200 sites.
The appointment follows latest independent evaluation data that underscores the effectiveness of the NJTC model. The organization specializes in moving students toward grade-level proficiency in critical areas:
“NJTC is leading an important paradigm shift in the state by providing the most cost-effective and results-oriented tactics to ensure all public school scholars meet grade-level standards,” Oswald said. “Our greatest challenge now is to continue to attract the best talent and mentor our growing list of tutors across the state.”
NJTC’s success is rooted in a unique coalition of private philanthropy and state legislative support. Funding partners include the Overdeck Family Foundation, The Tepper Foundation, and the Prudential Foundation, alongside strong backing from state leaders including Senate Majority Leader Teresa Ruiz and Senate Education Chair Vin Gopal.
The program utilizes a research-backed “high-impact” model, featuring:
- Low Ratios: A 1:1 to 1:4 tutor-to-scholar ratio.
- Consistency: The same tutor works with the same scholars throughout the cycle.
- Embedded Learning: Tutoring takes place during the school day, after school, or in summer programs 2–3 times per week.
As NJTC continues to bridge the state’s educational divide, Oswald’s appointment signals a commitment to operational efficiency and long-term academic confidence for New Jersey’s scholars.
