Norcross delivers $1.9M federal boost to Rowan University and Gloucester County infrastructure

U.S. Congressman Donald Norcross (NJ-01) visited Rowan University’s rapidly expanding West Campus on Wednesday to deliver $1.9 million in federal Community Project Funding, targeting two of South Jersey’s most pressing needs: affordable housing innovation and traffic safety.

The funding split aims to solidify Gloucester County’s reputation as a hub for both high-tech research and smart suburban growth. Standing alongside Rowan President Ali Houshmand and local officials, Norcross emphasized that the investment hits his “three priorities” of jobs, education and security.

More than $1 million of the federal package is earmarked for Rowan’s Henry M. Rowan College of Engineering. Led by Assistant Professor Islam Mantawy, the research focuses on additive manufacturing—specifically, the development and testing of concrete 3D-printed housing.

As New Jersey continues to grapple with a housing supply shortage, Norcross hailed the technology as a vital tool for the future. “It’s about resiliency and affordability, particularly in housing,” Norcross said. “It’s a game changer.”

The research seeks to make home construction faster, cheaper, and more structurally sound, potentially positioning South Jersey as a leader in 3D-printing construction standards.

The remaining $850,000 will supplement state funds to tackle growing pains at the university’s West Campus. The money is designated for:

  • Gilbreth Parkway Extension: Continuing construction to Lambs Road.
  • Route 55 Relief: Providing a parallel transit option in Mantua Township to ease congestion.
  • Traffic Safety: Upgrading roadway infrastructure to protect students, residents, and local business commuters.

“This is a huge win for Gloucester County,” Commissioner Matthew Weng said. He noted that the upgrades will support the “smart growth” expected in the region over the next several decades.

The announcement served as a “full-circle” moment for President Ali Houshmand and Congressman Norcross. Houshmand credited Norcross’s long-term legislative support—dating back to his time in the state legislature—as a primary engine behind Rowan’s rise to a Top 100 national research university.

“Rowan University would not be what it is today without you,” Houshmand told the congressman. “You have played a critical role in Rowan’s rapid rise.”

The federal infusion follows a string of recent wins for Gloucester County, including previous funding secured by Norcross for firefighting equipment and recreational park upgrades, further signaling a period of intense federal investment in the South Jersey corridor.
