Pioneer Power launches international franchise model with landmark UAE deal

e-boost mobile EV charging to accelerate fleet electrification in Middle East through strategic partnership with savvy charging

Pioneer Power Solutions on Wednesday announced a major step in the global expansion of its e-Boost mobile electric vehicle (EV) charging unit. The Fort Lee-based company has signed a Memorandum of Understanding (MOU) with Savvy Charging Technologies, Ltd, an EV charging operator in the United Arab Emirates (UAE), marking the launch of Pioneer eMobility’s new international franchise model.

This strategic partnership is aimed at capitalizing on the UAE’s aggressive fleet electrification mandates, which require 30% of all fleets to be electric by 2030.

The agreement establishes Savvy Charging as the strategic partner and franchisee in the UAE. The model is designed to combine Pioneer’s e-Boost technology and operational playbooks with Savvy’s deep local market expertise, distribution capabilities, and essential permits from authorities like DEWA (Dubai Electricity & Water Authority).

“Our franchise model combines our e-Boost technology and proven operational playbooks with Savvy’s deep local market expertise and distribution capabilities,” Nathan Mazurek, chairman and CEO of Pioneer said. “This partnership is designed to create a robust, fully compliant entry into the Middle East while generating recurring franchise revenue and other revenue-sharing opportunities beginning in 2026.”

The partnership’s initial focus is the localization of the e-Boost product line. A core element of the MOU involves transferring e-Boost’s technology to a designated manufacturing partner in a low-cost, in-country or near-country zone. This ensures full compliance with UAE standards and leverages local supply chain capabilities.

The first phase will involve the delivery of a paid pilot unit: the e-Boost G.O.A.T., a fully mobile 40kW Level 3 fast charger integrated with a rugged Ford F-350 chassis.

  • The pilot unit is scheduled for build and delivery in Q1 2026.

  • Savvy Charging will use the unit for in-market compliance testing and demonstrations to large fleet operators, such as the Dubai Taxi Corporation.

Upon successful testing, Savvy will secure orders for additional e-Boost units, which are expected to be manufactured locally. Pioneer anticipates this franchise model will begin generating recurring revenue in 2026, with substantial additional revenue anticipated in 2027 from the rollout of the locally manufactured units.

The UAE is a critical first international market due to its national policies supporting the transition to electric mobility, including the Dubai Rapid Transit Authority’s 30% EV target. The partnership will employ a mobile-Charging-as-a-Service (mC-a-a-S) model, which facilitates rapid fleet scaling without the delays of traditional fixed infrastructure deployment.
