‘Sea Gate’ Rising: Perth Amboy approves $200M waterfront transformation

In a move set to reshape the city’s shoreline, the Perth Amboy Planning Board has greenlit a $200 million redevelopment project known as “Sea Gate.” The ambitious plan will convert a long-blighted industrial brownfield along the Arthur Kill into a vibrant residential neighborhood, promising both environmental remediation and a significant economic windfall for the city.

The development, led by Kushner Companies, features 602 market-rate rental units spread across five buildings on a 15.75-acre site.

City officials emphasized the project’s role in fixing the city’s “under-taxed” assets. Currently, the vacant redevelopment area generates a mere $113,000 in annual net revenue. Under a long-term Payment In Lieu Of Taxes (PILOT) agreement, Sea Gate is projected to pay the city approximately $1.2 million annually—a more than ten-fold increase.

“We are directly addressing unused waterfront property and creating the type of development that will benefit Perth Amboy for years to come,” Mayor Helmin Caba said.

The project isn’t just for future tenants; it includes a suite of developer-funded public amenities designed to integrate the site with the existing community:

  • Waterfront esplanade: A tree-lined walkway stretching from Front Street to the Washington Street bulkhead.

  • Recreation: A new playground, landscaped plazas, and a public dog park.

  • Affordable housing: As part of the deal, Kushner Companies will contribute $1 million toward the construction or rehabilitation of affordable housing units elsewhere in the city.

In a nod to the city’s rich history, the plan includes a memorial to Thomas Mundy Peterson, the Perth Amboy resident who became the first African American to vote in the U.S. following the ratification of the 15th Amendment in 1870.

Because the site has sat vacant due to its industrial past, the redevelopment serves as a vehicle for environmental cleanup. Tashi Vazquez, executive director of the Perth Amboy Redevelopment Agency, noted that the project allows the city to address long-standing environmental challenges that private development is uniquely capitalized to handle.

Furthermore, an archeological review is mandated before construction begins. Historians hope to identify and preserve any artifacts of significance, potentially including remnants of the Peterson family homesite.
