Gov. Mikie Sherrill on Wednesday announced her nomination of Mary Cruz to serve as chair and CEO of the New Jersey Civil Service Commission (CSC).
The move signals a strategic shift toward strengthening labor relations and modernization within the state’s massive public-sector workforce. Cruz, a veteran political strategist and labor advocate with over two decades of experience, will succeed interim Chair Allison Chris Myers, who will remain with the commission as an advisor.
From a business and operational perspective, the Civil Service Commission is the engine room of New Jersey government. It oversees personnel management, competitive examinations, and labor relations for thousands of employees across state, county, and municipal levels.
Cruz’s appointment is particularly significant for New Jersey’s economic climate for several reasons:
-
Labor Relations Expertise: Having served as the New Jersey Political Director for 1199SEIU—one of the largest health care unions in the country—Cruz brings a deep understanding of collective bargaining and workforce retention. Her leadership suggests an era of proactive engagement with public-sector unions, potentially reducing labor disputes that can disrupt state services.
-
Operational Efficiency: Sherrill emphasized that a “professional civil service is essential to delivering the efficient, responsive government our residents deserve.” For businesses interacting with the state, a more streamlined CSC can mean faster licensing, improved agency responsiveness, and more transparent bureaucratic processes.
-
Modernizing the Pipeline: As the state faces a “silver tsunami” of retiring public servants, Cruz will be responsible for modernizing recruitment and examination processes to attract a younger, tech-savvy workforce.
Cruz’s resume reflects a rare blend of federal legislative experience and grassroots labor organizing. Most recently, she served as Chief of Staff to Congressman Donald Norcross, managing operations in both Washington, D.C., and New Jersey.
“Throughout my career… I have strived to ensure that working people are treated with dignity and respect — and that the systems we rely on are fair, transparent, and accountable,” Cruz said in a statement.
The nomination now heads to the New Jersey State Senate for confirmation. If confirmed, Cruz will be tasked with implementing Sherrill’s vision for a “high-quality” service delivery model that balances fiscal responsibility with worker protections.
