Robert L. Garrenger III has joined Chiesa Shahinian & Giantomasi PC’s Government & Regulatory Law Group.
The deeply experienced Garrenger has more than three decades of public service at the highest levels of New Jersey state government, having served in the administration of five elected New Jersey governors.
His focus is on helping clients navigate the dynamic interplay between public and private sectors.
After serving in the Attorney General’s Office as Deputy Attorney General, Garrenger spent 25 years with the Office of the Governor, holding various titles including Assistant Counsel, Senior Counsel, Deputy Chief Counsel, Budget Counsel, Senior Special Counsel, Assistant Attorney General, and Acting Chief Counsel.
In these positions, Garrenger devised and implemented strategies to achieve priorities outlined by the Governor, the State Treasurer, and the Attorney General.
Based in Roseland, CSG Law launched the Government & Regulatory Law Group last year, bringing on prominent members to its board, such as Eric Brophy, the former Deputy Chief of Staff for Economic Growth to New Jersey Governor Phil Murphy, and compliance attorney Rebecca Moll Freed, as part of the firm’s strategic expansion.
The group, which is co-chaired by Brophy and seasoned government attorney Patrick O’Reilly, operates within law, business and government.
Garrenger is well-versed in the annual state budgeting and appropriations procedures, having overseen the budget development process on behalf of the Governor and the Executive Branch.
He has drafted executive orders, legislation, regulations, veto messages, and public remarks for the Governor and the Treasurer.
He assisted the Attorney General’s Office by developing litigation strategies and drafting legal submissions in significant legal matters, including litigation involving the State’s finances and challenges to gubernatorial authority.
Before his public service, Garrenger practiced as an associate at a Washington, D.C., law firm.
