Recovery Centers of America (RCA) announced on Monday that it named Carter Serrett as the new chief executive officer of its Raritan Bay facility in South Amboy. The appointment, effective immediately, places a seasoned behavioral health leader at the helm of the South Amboy center.
Serrett brings a diverse background in clinical operations and organizational management to the role. He holds both an MBA and an MA, is a Licensed Psychological Associate (LPA), and is currently completing his Doctor of Psychology (PsyD) degree.
In his new role as CEO, Serrett is tasked with overseeing day-to-day operations and ensuring the facility maintains RCA’s standards for patient-centered care. His leadership comes at a time when the addiction treatment industry is increasingly focused on the integration of multidisciplinary teams and operational consistency.
Initial priorities for the new CEO include:

Patient experience: Strengthening the consistency of care delivery throughout the entire patient journey.
“My focus will be on supporting our staff, strengthening operational consistency, and ensuring we deliver high-quality, evidence-based care for patients and families every day,” Serrett said.
RCA Chief Operating Officer Mark Puckett emphasized that Serrett’s appointment is a strategic move to bolster the facility’s internal culture and accountability.
“Carter brings a strong combination of operational leadership and behavioral healthcare experience,” Puckett said. “He understands the importance of team culture… in delivering safe, high-quality treatment.”
