Vineland Gardens secures $11.7M affordable housing overhaul

A vital affordable housing community in Cumberland County is set for a comprehensive transformation. Churchill Stateside Group (CSG) has announced the closing of an $11,699,000 rehabilitation loan to modernize Vineland Gardens, a 76-unit family housing complex.

The financing, provided through CSG subsidiary Churchill Mortgage Construction LLC, will fund a property-wide renovation of the four-building community, which has served the Vineland area since 1972.

In a state currently facing a significant shortage of accessible housing, this project ensures that all 76 units will remain restricted to households earning at or below 60% of the Area Median Income (AMI).

The redevelopment is being powered by 4% Low-Income Housing Tax Credits (LIHTC), a critical tool for maintaining the state’s affordable housing stock without displacing existing residents.

Working alongside developer Foresight Affordable Housing, Inc., the rehabilitation effort will touch nearly every aspect of the property located at 1520-1530 West Garden Road. Residents can expect:

  • Interior Renovations: Comprehensive updates to unit living spaces and kitchens.
  • System Overhauls: Major improvements to essential building systems to enhance energy efficiency and longevity.
  • Site Enhancements: Upgrades to the grounds and common areas to improve the overall quality of life for families.

“Vineland Gardens represents a significant rehabilitation effort that will enhance the quality and longevity of an existing affordable housing community,” Dan Duda, executive vice president at CSG said. “We are proud to work with a development partner like Foresight Affordable Housing to successfully execute this redevelopment.”

Keith Gloeckl, CEO of CSG, emphasized the company’s commitment to moving such projects forward efficiently to ensure that communities like Vineland continue to have high-quality, stable housing options.

The timing of the loan coincides with a statewide push for housing reform. As of March 2026, New Jersey municipalities are reaching historic milestones in submitting “fair share” housing plans to address a statewide deficit of over 200,000 affordable units. Preservation projects like Vineland Gardens are seen as essential to meeting these goals by preventing older affordable properties from falling into disrepair or converting to market-rate housing.
