The Board of Commissioners of the Port Authority of New York and New Jersey on Thursday authorized an initial $75 million investment to trigger immediate infrastructure and customer-experience upgrades at Newark Liberty International Airport’s Terminal B.
The funding marks the first phase of a broader three-year, $200 million modernization initiative embedded within the agency’s 2026-2035 Capital Plan. The program aims to systematically stabilize and refresh the 53-year-old facility while long-term architectural planning continues for an entirely new, multi-billion-dollar replacement terminal scheduled to open in the mid-2030s.
Originally opened in 1973, Terminal B was engineered to handle an optimal capacity of roughly 6.8 million annual passengers. However, by 2025, surging international and domestic traffic pushed the facility’s annual volume to approximately 11.5 million travelers—nearly double its structural intent.
To address the wear on infrastructure across passenger concourses and aging mechanical systems, construction work under the $75 million allocation will begin later this year.
The initial capital installment focuses strictly on high-impact, customer-facing liabilities across the central facility and its three distinct satellite hubs:
- Transit Mechanics: Total replacement or overhaul of critical escalators, elevators, and passenger boarding bridges.
- Gate Refurbishment: Installation of upgraded seating modules, modern flooring materials, and energy-efficient lighting.
- Core Amenities: Complete aesthetic and plumbing renovations of high-traffic restrooms, main ticketing/baggage frontage, and common circulation zones.
- Systems Upgrades: Overhauling baseline HVAC climate controls and internal baggage handling systems to bolster reliability.
Regional leaders emphasized that near-term fixes are necessary to maintain commercial service standards while major capital construction plays out.
“I’m pleased the Port Authority is investing in upgrades at Newark Airport to better meet the needs of New Jersey’s travelers,” New jersey Gov. Mikie Sherrill said. “These immediate improvements at Terminal B are an important first step toward improving the passenger experience, building our economy, and delivering better results for New Jersey.”
Port Authority Chairman Kevin O’Toole echoed the sentiment, noting that present-day travelers should not have to wait a decade for tangible upgrades. “The Board’s authorization of this funding is a commitment that the experience of traveling through Newark Liberty today is just as important as the terminal we’re building for tomorrow,” O’Toole stated.
“This investment goes directly at the things customers encounter on every trip: the gate areas where they wait, the restrooms they rely on, the escalators and elevators that move them through the building,” Port Authority Executive Director Kathryn Garcia said. “We’re replacing what’s worn, upgrading what’s outdated, and making targeted improvements that will be immediately noticeable.”
The short-term stabilization of Terminal B coincides with the Port Authority’s master framework for the total redevelopment of Newark Liberty International Airport, structured on the heel of the award-winning Terminal A launch in 2023.
