New Brunswick Mayor Jim Cahill joined housing advocates, state officials, and community leaders to celebrate the official ribbon-cutting of Stirlingside Residences, a newly completed 53-unit mixed-income apartment development designed to boost affordable housing options for local families.
The five-story building, located near downtown New Brunswick between Abeel and Neilson streets, expands a long-standing revitalization footprint in the city led by the project’s developer, nonprofit organization The Community Builders (TCB).
Stirlingside Residences delivers a diverse mix of layouts tailored to varying family sizes, consisting of 10 one-bedroom, 30 two-bedroom, and 13 three-bedroom apartments.
Crucially, the complex dedicates a portion of its inventory to permanent supportive housing. Six units are strictly reserved for individuals and families who have previously experienced homelessness, a move backed by county-level social initiatives.
“Through Middlesex County’s Housing First Capital Funds initiative, we are proud to help create inclusive communities where residents can access safe housing without stigma, rebuild their lives, and achieve a stronger quality of life,” said Middlesex County Commissioner Director Ronald G. Rios.
Residents will have access to an array of modern amenities focused on lifestyle stability and connection, including:
- An on-site fitness facility and dedicated bicycle storage.
- A community room designed for group gatherings and local programming.
- Central laundry facilities and professional, on-site property management.
- A highly walkable location offering immediate access to public transit, schools, healthcare networks, and downtown employment hubs.
Built by Pike Construction Co. and designed by Inglese Architecture + Engineering, the complex holds both ENERGY STAR® and Enterprise Green Communities (EGC) certifications. These designations reflect high standards of energy efficiency, intended to lower long-term utility costs for low- and moderate-income tenants.
The complex financial scaffolding required to deliver the project in a fluctuating construction market utilized competitive public tax credits, equity investment, and local gap funding.

“Through our 9% Low Income Housing Tax Credits, Affordable Housing Gap Subsidy Program, and Affordable Housing Production Fund, we are proud to help deliver 53 affordable homes,” noted NJHMFA Executive Director Melanie R. Walter, pointing to the years of collaborative persistence needed to navigate shifting macroeconomic landscapes.
The completion of Stirlingside Residences marks 26 years of active partnership between TCB and the City of New Brunswick, a relationship that began in 1998 when TCB was designated as the developer for the city’s federal HOPE VI Revitalization Plan.
With this ribbon-cutting, TCB has built a total of 244 affordable housing units across the municipality, building on previous local footprints that include the Hope Manor, Riverside, and Lord Stirling communities.
