$5M in grants awarded to expand health coverage access via Get Covered New Jersey

In an effort to counteract shifting federal eligibility requirements and reduced financial assistance, the New Jersey Department of Banking and Insurance (DOBI) has announced over $5 million in Navigator grant awards to 33 community organizations across the state.

The funding is designed to provide free, one-to-one assistance, education, and outreach to uninsured and underinsured residents utilizing Get Covered New Jersey, the state’s official health insurance marketplace. The network’s expansion introduces five new organizations to help consumers navigate coverage options spanning all 21 counties in more than 10 languages.

The upcoming Open Enrollment Period for Plan Year 2027 officially runs from Nov. 1, 2026, through Jan. 31, 2027.

State officials emphasized that local, personalized assistance is more critical now than ever as consumers face a complex healthcare landscape.

“Providing New Jerseyans support in local communities is crucial now more than ever; consumers face a confusing landscape as the federal government has changed eligibility requirements and withdrawn needed financial assistance,” Acting Commissioner Susan Ochs said. “These organizations will provide vital outreach, education, and enrollment help for New Jerseyans looking for health coverage and I am pleased that we are able to expand the navigator network to even more communities across the state.”

Navigator organizations offer unbiased, face-to-face and virtual support. Beyond helping residents shop for health plans, Navigators guide applicants through financial aid qualifications—such as low-cost or free options via NJ FamilyCare (Medicaid/CHIP)—and assist with annual renewals.

In addition to state-funded Navigator grantees, consumers can receive free enrollment assistance from Certified Application Counselors (CACs) and licensed state brokers. All official assisters, brokers, and Navigators are required to complete rigorous state training and certification processes.

State officials remind residents that Open Enrollment is the primary window to secure or modify marketplace health plans. Outside of this period, enrollment is restricted to individuals who experience qualifying major life events, such as marriage, relocation, pregnancy, the birth of a child, or the loss of existing employer-sponsored or NJ FamilyCare coverage.

Operated by DOBI, Get Covered New Jersey serves residents who lack access to employer-sponsored healthcare, Medicare, or NJ FamilyCare. Every plan available through the platform covers essential health benefits—including preventive care, emergency services, prescription drugs, and pediatric care—with zero denials based on pre-existing conditions. It remains the exclusive venue where qualifying residents can access state and federal financial assistance to lower monthly premiums.
