Barnegat, New Jersey-based developer Walters is officially expanding its footprint beyond the Garden State, marking its entry into the Pennsylvania market with the groundbreaking of Cornerstone at Willistown in Chester County’s Paoli community.
The 57-unit, premium age-restricted (62+) and income-restricted apartment community represents a major milestone for the award-winning New Jersey developer, which has long built its reputation on sustainable, high-quality multifamily housing.
Located at 27-29 Industrial Boulevard, the sustainable three-story residential building will feature one-bedroom apartments equipped with full-size washers and dryers, modern kitchens, and window blinds. Residents will also have access to a robust package of shared amenities, including elevators, a multipurpose clubhouse, a state-of-the-art fitness center, computer workstations, and on-site parking.
In keeping with Walters’ operational model, the firm will manage the property directly and provide residents with dedicated on-site supportive services.
“Expanding into Pennsylvania is an exciting next step in our company’s growth,” Joe Del Duca, partner and director of Affordable Housing for Walters, said. “We are proud to bring high-quality housing to this charming community and to create lasting benefits for residents and the surrounding area. Residents will be able to enjoy a safe and welcoming place with a long list of amenities and services.”
Units at Cornerstone at Willistown will be reserved for individuals whose incomes are at or below 60 percent of the area median income (AMI), with rental rates scaled to gross annual income. Completion of the project is slated for the first quarter of 2028.
While Cornerstone at Willistown marks Walters’ first venture into Pennsylvania, the privately held firm boasts a massive track record in New Jersey, having developed more than 2,093 affordable housing units across the state.
Walters’ active New Jersey projects include Kingsway Estates I in Woolwich, N.J., a 66-unit income-restricted apartment community owned by Fair Share Housing Development and built and managed by Walters. Known for prioritizing environmentally responsible building practices and rigorous construction standards, Walters continues to leverage its comprehensive in-house capabilities—spanning development, construction, and property management—to tackle complex suburban housing needs across the region.
