New Jersey cannabis market hits $1.16B as equity scorecard launches for 2026

New Jersey’s cannabis market reached a historic milestone in 2025, with combined medicinal and adult-use sales surpassing $1.16 billion over the last four reported quarters. According to the New Jersey Cannabis Regulatory Commission (NJ-CRC), the industry’s growth—a 12.3% year-over-year increase—was bolstered by a surge in licensed businesses and the long-awaited debut of legal consumption lounges.

As of late 2025, 396 licensed businesses are operational across 211 municipalities, reflecting a significant expansion of the regulated market. Retail sales alone generated nearly $860 million through the first three quarters of 2025, contributing approximately $49.5 million in state tax revenue.

While the adult-use market saw a 19.88% jump in sales, the Medicinal Cannabis Program experienced a decline. Officials noted that while patient access has improved with 270 operating dispensaries statewide, enrollment in the medical registry dipped to roughly 52,877 patients by year-end.

Top Selling Products in 2025:

  • Flower: 42% (Maintains dominant market lead)

  • Vape Cartridges: 26.4% (Slightly down from 29% in 2024)

  • Edibles: 11% (Growing segment)

  • Pre-rolls: 10.7% (Increasingly popular for convenience)

2026: The Year of the “Social Equity Scorecard”

Equity remains the centerpiece of New Jersey’s “CREAMM Act” mandate. Of all currently licensed businesses, nearly 70% are diversely owned, surpassing national benchmarks. To build on this, the NJ-CRC unveiled the Social Equity Scorecard, a “five-leaf” tiered recognition system designed to measure actual community impact rather than just intent.

“The Scorecard moves equity from intent to outcomes,” the Commission said. Set to officially roll out in the first quarter of 2026, the framework will reward businesses that prioritize reinvestment in communities disproportionately impacted by the drug war.

Growth in 2025 did not come without friction. The Office of Compliance and Investigations (OCI) issued 37 Notices of Violation, including a sweeping citation against all eight licensed cannabis testing laboratories in the state for failing to adhere to mandatory Maryland-based testing standards.

Notable regulatory actions in 2025:

  • Testing standards: All 8 labs cited for improper testing protocols.

  • Consumption areas: The first four licenses were awarded in July 2025, with lounges now operational in Atlantic City, Merchantville, and Newark.

  • SEEF funding: The Social Equity Excise Fee (SEEF) generated over $15.4 million by Q3 2025, with the rate set to remain at $2.50 per ounce for 2026 to support community reinvestment.

The agency also saw a changing of the guard this year. Founding Commissioners Sam Delgado and Maria Del Cid-Kosso departed, making way for new Commissioners Amelia Mapp and Harris Laufer, who will oversee the market’s continued “maturation” through 2026.
