Eastern Pacific Development breaks ground on 56-unit affordable housing community in Vineland

Eastern Pacific Development (EPAC) officially launched construction on Oak Hill Farms with a ceremonial groundbreaking held on May 18. The new residential community, located in Vineland, will bring 56 units of affordable, energy-efficient housing to the region.

The project, a nearly $20 million investment, features townhome-style residences designed to meet the growing need for high-quality affordable housing in South Jersey. Each of the 56 units offers three bedrooms and is equipped with modern appliances, including a refrigerator, dishwasher, and garbage disposal.

The development is also designed with inclusivity and sustainability at the forefront:

  • Specialized Needs: Five units are specifically set aside for individuals with specialized needs.
  • Sustainability: Every unit adheres to Energy Star Zero Energy Home standards.
  • Community Support: The development includes a community space and prioritizes access to social services for its residents.

“We are proud to continue our tradition of providing the highest-quality affordable housing in the region, supporting our company’s mission,” Hans Lampart, president of EPAC said. “We are grateful for our team, partners, contractors and NJHMFA for their commitment to meeting the ever-growing demand for affordable housing in NJ.”

The development was made possible through the 9% federal housing tax credit program, administered by the New Jersey Housing and Mortgage Finance Agency (NJHMFA). The project benefited from a robust network of partners, including the City of Vineland, TD Bank, Century Savings Bank, and Enterprise Community.

Melanie Walter, executive director of NJHMFA, highlighted the broader impact of the project during the event. “NJHMFA is proud to support Oak Hill Farms, a townhome-style development that will provide stability, opportunity, and a brighter future for 56 Vineland families while strengthening the community for generations to come,” Walter said.

Eastern Pacific Development, working alongside its sister company, Brookfield Construction, has over 25 years of experience in the development and management of affordable housing. With a specialized focus on navigating tax credit programs and securing qualified investors, the firm has established a long history of successfully partnering with municipalities to drive community redevelopment.
