The Sayreville Economic and Redevelopment Agency (SERA) has officially launched a search for a development partner to transform a vacant stretch of the Raritan riverfront into a “destination-quality” dining and entertainment hub.
The project, located at the intersection of River Road and Sayreville Boulevard, aims to activate municipal land adjacent to the borough’s boat ramp and Buchanan Park. The vision includes a year-round restaurant and bar featuring a public viewing deck, an outdoor “Tiki bar,” and prime sunset views of the Raritan River.
The initiative is structured as a Public-Private Partnership (P3). While the Borough will retain ownership of the land, the selected developer will be responsible for the 100% private financing of the design, construction, and operation of the facility. In exchange, the operator will enter into a long-term ground lease with the agency.
“For many years this area has had incredible potential,” SERA Chair John Zebrowski, who also serves as Borough Council president said. “We believe the right project can transform it into a welcoming destination for residents and visitors alike—while carefully protecting the environmentally sensitive areas along the riverbank.”
The site’s proximity to regulated wetlands presents a unique challenge and opportunity. The Request for Proposals (RFP) emphasizes that any successful design must:

Enhance Public Access: Maintain a riverfront viewing deck that remains open to the public, regardless of whether they are patrons of the restaurant.

Complement Buchanan Park: Create a seamless flow between the existing recreational space and the new dining amenity.
The RFP comes at a time of significant redevelopment activity in the borough. Just miles away, the massive $2.5 billion “Riverton” project is moving through construction phases, with major anchors like Bass Pro Shops expected to open later this year. SERA officials believe this smaller-scale riverfront restaurant will serve as a more intimate, community-focused counterpart to the larger regional developments.
“Our goal is to create a place that reflects Sayreville’s culture, brings the community together, and provides long-term economic benefits for our residents and taxpayers,” Zebrowski added.
