Muti named Director of Programs and Impact at Elizabeth Coalition

Newly created role aims to strengthen prevention efforts and homelessness response in Union County

Shannon Muti, a thought-leader in all issues on homelessness, has joined the Elizabeth
Coalition to House the Homeless in a newly created role, Director of Programs and
Impact, the organization said.

Elizabeth Coalition CEO Dan McGuire said the new role reflects the Coalition’s deep
commitment to not only meeting immediate needs of the at-risk or unhoused, but also to
building lasting solutions that help individuals and families find a stable place to call
home.

Muti joins the Coalition after 13 years at Homeless Solutions, the largest nonprofit
provider of shelter and supportive services in Morris County. Most recently serving as
Director of Programs and Services, she has spent her career working alongside people
experiencing homelessness — helping to expand access to shelter, connect individuals
to healthcare and behavioral health services and create new pathways into permanent
housing.

“Shannon’s arrival is an exciting moment for our organization,” McGuire said. “She
brings not only deep expertise, but a genuine passion for this work. Shannon
understands that behind every program and every number is a person, a family, and a
story. Her leadership will help us strengthen what we do today while continuing to build
toward a future where homelessness is rare, brief, and non-recurring.”

During her time at Homeless Solutions, Muti helped grow and strengthen programs in
ways that made a real difference in people’s lives. She played a key role in launching
the organization’s first warming center, expanding emergency shelter capacity and
developing a 32-unit permanent supportive housing program for formerly homeless
women. She also helped bring behavioral health services directly into shelter settings
and created a Recovery Shelter Program for individuals working to overcome substance
use challenges.

In addition, Shannon guided the organization through Medicaid
licensure and helped establish a Medicaid-funded Housing Supports Program —
opening the door to more sustainable funding and stronger connections between
housing and healthcare.

“Shannon has a unique ability to turn a compelling vision into meaningful action,”
McGuire said. “She will help us stay focused on what matters most — supporting
people, strengthening our programs, and ensuring that the impact of our work is felt
across Union County.”
