Former NJDOT Commissioner Francis O’Connor joins HNTB in Newark

HNTB Corporation, a leading infrastructure design firm, announced a major addition to its leadership team with the hiring of Francis O’Connor, the former Commissioner of the New Jersey Department of Transportation (NJDOT).

O’Connor joins the firm’s Newark office as Senior Vice President and Business Development Director, where he will leverage decades of experience managing New Jersey’s complex transit systems to support HNTB’s strategic growth and nationwide client partnerships.

O’Connor’s trajectory is a quintessential New Jersey success story. He began his career as a toll collector for the New Jersey Turnpike Authority—a role he credits with shaping his “user-focused” approach to transportation.

He eventually rose through the ranks to help launch E-ZPass in the state and ultimately served as the 20th Commissioner of the NJDOT. His expansive public-sector resume includes serving as Chair for:

  • NJ TRANSIT
  • The New Jersey Turnpike Authority
  • The South Jersey Transportation Authority
  • The Target Zero Commission

In his new role at HNTB, O’Connor will focus on advising transportation agencies and tolling programs across the country. His deep understanding of the “operational, political, and customer-facing realities” of infrastructure management makes him a pivotal asset for the Newark-based team.

HNTB has been a mainstay in the Newark business community, known for its work on massive infrastructure projects that enhance mobility and connectivity. By bringing a former state commissioner into the fold, the firm is signaling its commitment to maintaining its leadership position in the Northeast.
