Guarini, legendary leader and philanthropist, dies at 101

Navy veteran and former seven-term U.S. Congressman was champion of education in Hudson County, supporting both Saint Peter’s University and New Jersey City University

Former U.S. Congressman Frank Guarini was a highly noted and decorated veteran, business leader and elected official.

His legacy, however, may be the time, effort and money he contributed to education in his beloved Hudson County.

His name anchors efforts at schools, institutes, archives and campuses — most notably Saint Peter’s University and New Jersey City University – serving as a testament to a life spent turning public service and personal success into lasting community impact.

“Frank Guarini loved this community deeply, and this community loved him in return. We mourn his passing with gratitude, celebrate a life well lived, and take comfort in knowing that his legacy is forever etched not only into our public spaces, but into the character, aspirations, and opportunities of the people whose lives he touched,” President New Jersey City University Andrés Acebo said.

Guarini, the longtime Democratic congressman from Jersey City who built one of the most consequential public and philanthropic legacies in modern New Jersey history, died this past weekend. He was 101.

A seven-term member of the U.S. House of Representatives (1979–93) and former New Jersey state senator, Guarini rose from the streets of Jersey City to national influence, shaped by his World War II service as a Navy lieutenant aboard the USS Mount McKinley, where he earned the Navy Commendation Medal and three Battle Stars.

His political career was marked by a reputation for constituent-first service and a deep commitment to international engagement. After leaving Congress, he was appointed U.S. Representative to the United Nations General Assembly, extending his influence into global diplomacy. Yet even as his public profile grew, Guarini remained rooted in Hudson County, channeling his success back into the communities and institutions that shaped him.

No institution benefited more from that loyalty than Saint Peter’s University, located across the street from where he grew up.

Over decades, Guarini became the school’s most transformative benefactor, funding the Frank J. Guarini School of Business, the Guarini Institute for Government and Leadership, the MacMahon Student Center, the University Archives/Guarini Center for Community Memory, and even the president’s residence, Guarini House.

His philanthropy reshaped the campus and elevated its academic ambitions, reflecting his belief that Saint Peter’s is “the heart and soul of the community.”

Guarini’s impact extended just as profoundly to New Jersey City University, where in 2020 he made the largest gift in the school’s history: $10 million to establish the Frank J. Guarini Institute for International Studies and a state-of-the-art Performing Arts Center, the first of its kind in Hudson County. NJCU leaders credited the gift with accelerating the university’s transformation and expanding opportunities for students to engage globally and artistically.

Across both institutions, Guarini’s philanthropy was not episodic but generational. His giving consistently targeted academic excellence, civic leadership, and community uplift — the same values that defined his public life.

From business education to international studies to the arts, his investments created pathways for thousands of students who might otherwise never have had access to such opportunities.

He never stopped giving.

Just two weeks ago, Guarini attended a ribbon cutting for the opening of the Frank J. Guarini Justice Complex in Jersey City.
