NJ TRANSIT has taken a major step in its fleet modernization plan, with the Board of Directors authorizing over $917 million for the mid-life overhaul of its existing fleet of 429 Multilevel rail cars.
The comprehensive program will target both the first-generation (Multilevel I, delivered 2006-2009) and second-generation (Multilevel II, delivered 2012-2013) vehicles, which are nearing their 20-year service mark.
“Modernizing our fleet isn’t just about adding new vehicles—it’s also about keeping our current ones in a state of good repair for the people who ride them every day,” NJ TRANSIT President & CEO Kris Kolluri said. “This overhaul is part of our broader effort to fully modernize NJ TRANSIT’s rail and bus fleets by 2031.”
The authorized funding, up to $917,058,512.41 plus a 10% contingency, will ensure the 429 cars remain in a state of good repair and improve mechanical reliability. The project also aims to enhance the customer experience and ensure seamless integration with the forthcoming third-generation Multilevel III vehicles.
The scope of work includes:
- System Reliability: Improving mechanical systems and ensuring compatibility and interoperability with the new Multilevel III cars.
- Enhanced Comfort: Upgrading passenger amenities to match the new Multilevel III vehicles, such as installing USB charging ports.
- Sustainability: Promoting energy efficiency through the use of modern systems and materials where feasible.
NJ TRANSIT will initiate an Expression of Interest (EOI) process to identify and qualify rail vehicle overhaul contractors with proven experience in large-scale commuter railcar mid-life programs. The qualified firms will then be invited to participate in the final procurement and contract award stage.
The agency is also moving forward with the separate purchase of 374 new Multilevel III rail cars, which are slated to replace the oldest and least reliable single-level cars, including the Arrow III fleet. These new cars will offer increased seating, accessibility, higher top speeds (up to 110 m.p.h.), and enhanced onboard amenities.
