Sherrill nominates national expert Rosalie Johnson to overhaul New Jersey MVC

Continuing her mission to modernize state services, Gov.-elect Mikie Sherrill announced Monday that she will nominate Rosalie Johnson as the chief administrator of the New Jersey Motor Vehicle Commission (MVC).

Johnson, a recognized expert in agency modernization and digital identification, is tasked with transforming an agency that has long been a source of frustration for Garden State residents due to backlogs and extended wait times.

The nomination is a clear signal of the incoming administration’s priorities. During her campaign, Sherrill frequently cited the MVC as a primary example of government inefficiency.

“I promised a different kind of leadership in Trenton, focused on results, and I am so excited to welcome Rosalie Johnson to the Garden State,” Sherrill said in a statement. “Right now, it’s just too hard for New Jerseyans to get what they need from the Motor Vehicle Commission, whether that’s a REAL ID appointment, a vehicle inspection, or a business license. Rosalie brings a wide breadth of experience in streamlining operations that will ensure New Jerseyans save both time and money.”

Johnson comes to New Jersey with a formidable track record of “un-clogging” bureaucratic bottlenecks. During her tenure as Senior Deputy Director of the Colorado Department of Motor Vehicles, she was the architect behind several major operational wins:

  • Wait time reduction: Slashed average in-person wait times from 45 minutes to just 15 minutes.

  • REAL ID compliance: Led Colorado to a national-best 97% REAL ID compliance rate, a major hurdle New Jersey continues to navigate.

  • Mobile innovation: Spearheaded the rollout of the Mobile Driver’s License (mDL), allowing residents to carry secure digital IDs on their smartphones.

  • Community integration: Partnered with the Department of Corrections to ensure returning citizens have the necessary identification to secure housing and employment.

Most recently, Johnson served as a Fellow at the Institute for Responsive Government, where she provided high-level consulting to motor vehicle agencies across the country. Her approach centers on “UX” (User Experience) design—the idea that government portals should be as intuitive and efficient as modern private-sector apps.
“I am honored to lead the New Jersey Motor Vehicle Commission,” Johnson said. “I look forward to taking a different approach to making services like REAL ID more easily accessible and improving road safety. Over the next few months, we will work to empower MVC employees and ensure we are delivering on the issues that impact working families the most.”

Johnson’s nomination is the latest in a string of high-profile appointments for the Sherrill-Caldwell Administration.

Last week, Sherrill announced that Kris Kolluri would take on a dual role leading both NJ TRANSIT and the New Jersey Turnpike Authority to unify the state’s transportation strategy.

By tapping a national expert like Johnson for the MVC, the governor-elect is doubling down on her pledge to eliminate the “silos” that historically hampered New Jersey’s state agencies. Johnson is expected to begin her role following the January 20th inauguration, pending confirmation by the State Senate.
