Utility and Transportation Contractors Association CEO David Rible has been appointed by Gov. Mikie Sherrill to the New Jersey Infrastructure Bank Board of Directors.
Rible succeeds Bob Briant Jr., his predecessor at UTCA. He will serve a term running through Jan. 20, 2028.
The I-Bank is an independent state financing authority that provides low-interest loans to municipalities, counties, regional authorities and water purveyors to finance infrastructure projects, helping fund transportation infrastructure across New Jersey.
“The I-Bank plays a key role in enhancing the quality and safety of the state’s infrastructure,” Rible said. “Without I-Bank financing, many important projects would not be able to move ahead.”
He credited Briant and his late father, Bob Briant Sr., for their years of work supporting the I-Bank, calling them “the I-Bank’s biggest advocates.”
“Replacing them will be a challenge, but I look forward to joining the board and playing an active part in building a stronger New Jersey,” he said.
Rible has led UTCA since 2019, first as executive director before being named CEO earlier this year. During his tenure, he’s focused on renewing the state’s Transportation Trust Fund, strengthening infrastructure and raising awareness of mental health issues within the construction industry.
In March, the Monmouth-Ocean Development Council named him a 2026 Silver Gull Award recipient, recognizing leadership that has strengthened the economic vitality of Monmouth and Ocean counties.
Before joining UTCA, Rible directed the New Jersey Alcoholic Beverage Control Commission. He served in the General Assembly from 2007-17, where he held leadership roles including conference leader and Republican whip and sat on the Education and Law and Public Safety committees. He was the prime sponsor of bipartisan legislation reauthorizing the state’s Transportation Trust Fund. Rible began his career as a Wall Township police officer and detective.
UTCA, headquartered in Wall, represents roughly 1,000 member firms across heavy, highway, utility and marine construction, as well as site remediation work.
