NJEDA announces $5M remaining in capital for recreational cannabis business grants

The New Jersey Economic Development Authority (NJEDA) announced that approximately $5 million in funding remains available through its Cannabis Business Development (CBD) Grant Program.

The pilot program provides substantial financial relief to early-stage recreational cannabis entrepreneurs across the state, offering one-time $75,000 reimbursements to eligible businesses. With $5 million already disbursed to local operators during the program’s initial phases, the agency is encouraging remaining qualified business owners to apply before the funds are exhausted.

The CBD Grant Program is specifically structured to help startup cannabis companies navigate the high costs associated with launching and maintaining operations in New Jersey’s highly regulated market. The $75,000 grants act as reimbursements to offset ongoing state and local compliance expenses, as well as baseline operational costs.

To ensure equitable economic growth, the NJEDA has earmarked 5% of the total funding exclusively for businesses operating within “Impact Zones” designated by the New Jersey Cannabis Regulatory Commission (NJCRC). These zones represent historically underserved communities that are selected based on specific socioeconomic metrics, including high historic cannabis arrest rates, elevated local law enforcement activity, regional unemployment, and population density.

To successfully qualify for the reimbursement grant, businesses must meet the following baseline requirements at the time of their application:

  • Licensing: Applicants must hold a valid, current NJCRC annual license digital card.
  • Permitted Categories: Eligible operational categories include Class 1 (Cultivator), Class 2 (Manufacturer), Class 5 (Retailer), or a certified Testing Laboratory.
  • Financial Proof: Applicants must submit a minimum of $75,000 in eligible, documented business expenses, complete with full supporting documentation and verified proof of payment.
